{"ocid":"ocds-9t57fa-98284","id":"ocds-9t57fa-98284-2024-08-13","date":"2024-08-13T00:00:00Z","tag":["compiled"],"initiationType":"tender","tender":{"id":"98284","title":"EDM/06/2024-25","status":"complete","category":"Professional, scientific and technical activities","province":"Mpumalanga","deliveryLocation":"8 Van Niekerk Street - Sonheuwel Central - Mbombela - 1201","specialConditions":"As per the tender document","mainProcurementCategory":"","additionalProcurementCategories":["consultingServices"],"description":"NOTICE AND INVITATION TO TENDER \r\n\r\nTENDER NUMBER EDM/06/2024-25 \r\n\r\nAPPOINTMENT OF SERVICE PROVIDER FOR DEVELOPMENT OF ENVIRONMENTAL MANAGEMENT FRAMEWORK \r\n \r\nTenders are invited from capable and experienced service providers for the APPOINTMENT OF A SERVICE PROVIDER FOR DEVELOPMENT OF ENVIRONMENTAL MANAGEMENT FRAMEWORK\r\n\r\n1.\tOnly service providers who have provided the following mandatory information and documents to be used to evaluate the bidder's responsiveness will be considered for further evaluation on functionality;\r\n\r\n1.1\tOnly service providers that are registered on the Central Supplier Database will be considered for awarding of this request for quotations and a copy of CSD report not later than three months should be attached.\r\n1.2\tPrice(s) quoted must be firm, VAT and other taxes inclusive and valid for at least thirty (30) days from date of your offer.\r\n1.3\tNo bids shall be considered from persons who are in the service of the state.\r\n1.4\tService providers are required to fully complete the attached MBD forms and submit together with their written bids.\r\n1.5\tAttach a bank account confirmation letter with bank stamp not older than three months accompanied with an affidavit confirming the business bank account details - if the banking details are not verified on the CSD report.\r\n1.6\tAttach original certified copy of identity documents (ID) of company directors.\r\n1.7\tAttach original certified copy of the company registration certificate issued by the Companies and Intellectual Property Commission (CIPC).\r\n1.8\tValid SARS PIN must be attached.\r\n1.9\tAttach a verifiable copy of municipal accounts for both the bidder and company director/s not older than three months or an original certified copy of proof of residence (PTO) issued by a relevant traditional authority or a copy of a valid lease agreement.\r\n\r\n•\tif aforementioned account information of the bidder is not applicable the bidder must attach an original \tcertified copy of proof of residence (PTO) issued by a relevant traditional authority or a copy of a valid \tlease agreement.\r\n\r\n1.10 Joint Venture or Consortium Agreement if applicable\r\n1.11 All bid documents must be dully signed and submitted on the PDF document that has been issued\tand reproduced documents will be rejected.\r\n\r\n2.\tThis bid will be evaluated in terms of the 80/20 preference point system in terms of the Approved Preferential Procurement Policy of the Ehlanzeni District Municipality.  The policy preference point system will be applied as follows; \r\n\r\n2.1\tThe 80 points will be for price; and \r\n2.2\tThe 20 points will be allocated for the specified goals on a proportional or pro rata \tbasis as follows:\r\n\r\nPOINTS FOR CONTRACTING AN ENTERPRISE OWNED BY HISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\r\nHISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\tPOINTS ALLOCATION\tSOURCE DOCUMENTS REQUIRED TO CLAIM POINTS\r\n100% black person or people owned enterprise\t5\tA copy of a Full CSD report not older than 3 months\r\nMore than 30% woman or women shareholding or owned enterprise\t2,5\t\r\nmore than 30% youth shareholding or owned enterprise\t2,5\t\r\nMore than 30% people living with disability shareholding or owned enterprise\t2,5\tA copy of a Medical Certificate to confirm disability or stated on the CSD.\r\nPOINTS FOR IMPLEMENTING OF RDP PROGRAMMES \r\nEnterprises regarded as *EMEs located within the Ehlanzeni District Municipality area of jurisdiction\t2,5\t?\tA copy of a Full CSD report not older than 3 months\r\nNB: Points will only be awarded if the CSD     physical address is the same as the address for the proof of residence required in 1.9 above.\r\n5 points for valid B-BBEE level 1 contribution (SANAS accredited B-BBEE certificate for generic enterprise, and for EME and SME a sworn affidavit or CIPC issued certificate confirming annual turnover and level of Black Ownership).\t5\t?\tCertified Valid BBBEE certificate \r\n?\tor Certified Valid EME and SME a sworn affidavit\r\n?\tor Certified Valid CIPC issued certificate confirming annual turnover and level of Black Ownership\r\nTOTAL PREFERENCE POINTS TO BE CLAIMED\t20\t\r\n*EME’s are Exempted Micro Enterprise with an annual turnover of R10 million or less. \r\n*All certified copies must not be older than three months.\r\n\r\nReceived bids will be evaluated for responsiveness based on mandatory requirements, functionality and bidders who obtain a minimum of 70 points out of a possible 100 points on functionality will be evaluated further on the price and preference point scoring system., \r\n\r\nBid documents can be viewed and downloaded at no cost on the Document Sharing and Collaboration Platform or Portal (NEPTUNE): http://edmservices.ehlanzeni.gov.za and National Treasury Portal from Tuesday, 20 August 2024.
