{"ocid":"ocds-9t57fa-94459","id":"ocds-9t57fa-94459-2024-07-04","date":"2024-07-04T00:00:00Z","tag":["compiled"],"initiationType":"tender","tender":{"id":"94459","title":"EDM/02/2024-25","status":"complete","category":"Services: Building","province":"Mpumalanga","deliveryLocation":"8 Van Niekerk Street - Sonheuwel Central - Mbombela - 1201","specialConditions":"As per the tender document.","mainProcurementCategory":"services","additionalProcurementCategories":["services"],"description":"TENDER NOTICE AND INVITATION TO TENDER\r\n\r\nAPPOINTMENT OF A PANEL THREE SERVICE PROVIDERS FOR THE PLUMBING MAINTENANCE CONTRACT FOR EHLANZENI DISTRICT MUNICIPALITY OFFICE COMPLEX AND REGIONAL OFFICES FOR A PERIOD OF THIRTY-SIX (36) MONTHS\r\n\r\nEHLANZENI DISTRICT MUNICIPALITY INVITE TENDERS BIDS FOR THE ABOVE-MENTIONED TENDER\r\n\r\nEhlanzeni District Municipality hereby invites tenderers for the above-mentioned tender who are capable and experienced in APPOINTMENT OF A PANEL THREE OF THREE SERVICE PROVIDERS FOR THE PLUMBING MAINTENANCE CONTRACT FOR EHLANZENI DISTRICT MUNICIPALITY OFFICE COMPLEX AND REGIONAL OFFICES FOR A PERIOD OF THIRTY-SIX (36) MONTHS with a CIDB grading of 3GB or Higher. \r\n\r\n1.\tOnly tenderers who have provided the following mandatory information and documents to be used to evaluate the tenderers responsiveness will be considered for further evaluation on functionality and preference specific goals.\r\n1.1\tOnly bidders who are registered on the Central Supplier Database (CSD) will be considers and the copy of \tthe CSD report not older than three months.\r\n1.2\tForm of offer must be firm, VAT and other tax inclusive and valid at least Ninety (90) days from the closing date.\r\n1.3\tNo tender shall be considered for the person who are in the service of the state,\r\n1.4\tValid SARS PIN certificate must be attached,\r\n1.5\tAttached original certified copy of company registration documents issued by Companies and Intellectual \tProperty Commission (CIPC) and tenderer must attach shareholder’s certificates where applicable.\r\n1.6\tAttached original certified copies of Identity Documents (ID) of all company directors,\r\n1.7\tVerifiable copies of Municipal Account/s not older than three months for both the bidder and company \tdirectors or lease agreement of proof of residence (PTO) from the relevant traditional authority,\r\n1.8\tProof of registration with CIDB for a grading of 3GB or Higher,\r\n1.9\tAttached Certified Valid letter from Department of Employment and Labour - COIDA registration letter,\r\n1.10\tFully completed tender document as issued and signed and submitted on the PDF document that has been issued and reproduced documents will be rejected. All certified copies must not be older done three months.\r\n\r\n2.\tThis tender will be evaluated in Terms of the 80/20 Preference Points system approved Preferential Procurement Policy of the Ehlanzeni District Municipality. The preference points system will be applied as follows: -\r\n\r\n2.1\tThe 80 points will be for price\r\n2.2\tThe 20 points will be allocated for the specific goals on a proportional or pro rata basis as mentioned \tbelow: -\r\n\r\nPOINTS FOR CONTRACTING AN ENTERPRISE OWNED BY HISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\r\nHISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\tPOINTS ALLOCATION\tSOURCE DOCUMENTS REQUIRED TO CLAIM POINTS\r\n100% black person or people owned enterprise\t5\t?\tA copy of a Full CSD report not older than 3 months\r\nMore than 30% woman or women shareholding or owned enterprise\t2,5\t\r\nmore than 30% youth shareholding or owned enterprise\t2,5\t\r\nMore than 30% people living with disability shareholding or owned enterprise \t2,5\t?\tA copy of a Medical Certificate to confirm disability or stated on the CSD report\r\nPOINTS FOR IMPLEMENTING OF RDP PROGRAMMES \r\nEnterprises regarded as *EMEs located within the Ehlanzeni District Municipality area of jurisdiction\t2,5\t?\tA copy of a Full CSD report not older than 3 months\r\nNB: Points will only be awarded if the CSD physical address is the same as the address for the proof of residence required in 1.7 above.\r\n5 points for valid B-BBEE level 1 contribution (SANAS accredited B-BBEE certificate for generic enterprise, and for EME and SME a Sworn Affidavit or CIPC issued certificate confirming annual turnover and level of Black Ownership).\t5\t?\tCertified Valid BBBEE certificate \r\n?\tor Certified Valid EME and SME a Sworn Affidavit\r\n?\tor Certified Valid CIPC issued certificate confirming annual turnover and level of Black Ownership\r\nTOTAL PREFERENCE POINTS TO BE CLAIMED\t20\t\r\n*EME’s are Exempted Micro Enterprise with an annual Turnover of R 10.0million or less.\r\n*All the certified documents as stated must not be older three months.\r\n\r\nReceived tenders will be evaluated for responsiveness based on mandatory requirements and on functionality to obtain a minimum of 70 points out of a possible 100 points on functionality to qualify for further evaluation in terms on the 80/20 Preference Points System.\r\n\r\nTender Documents can be viewed and downloaded at no cost on Document sharing and collaboration Platform or Portal (NEPTUNE): http://edmservices.ehlanzeni.gov.za and National Treasure Portal from Tuesday, 09 July 2024.
