{"ocid":"ocds-9t57fa-166885","id":"ocds-9t57fa-166885-2026-08-25","date":"2026-08-25T00:00:00Z","tag":["compiled"],"initiationType":"tender","tender":{"id":"166885","title":"EDM/14/2026-27","status":"active","category":"Services: Professional","province":"Mpumalanga","deliveryLocation":"8 Van Niekerk Street - Sonheuwel Central - Mbombela - 1201","specialConditions":"As per the tender data.","mainProcurementCategory":"","additionalProcurementCategories":["consultingServices"],"description":" \r\n\r\nAPPOINTMENT OF AN INDEPENDENT ENVIRONMENTAL ASSESSMENT PRACTITIONER (EAP) TO UNDERTAKE THE ENVIRONMENTAL AUTHORISATION PROCESS FOR THE PROPOSED MALELANE EXTENSION 21 OUTFALL SEWER LINE IN THE NKOMAZI LOCAL MUNICIPALITY\r\n\r\nT1.1\t\tTENDER NOTICE AND INVITATION TO TENDER\r\n\r\nEhlanzeni District Municipality hereby invites tenders from a capable and experienced environmental assessment practitioner (EAP) for the environmental authorisation for the proposed Malelane Extension 21 outfall sewer line in the Nkomazi Local Municipality\r\n\r\n1\tOnly service providers who have provided the following mandatory information and documents to be used to evaluate the Tenderer's responsiveness will be considered for further evaluation on functionality;\r\n\r\n1.1\tOnly service providers that are registered on the Central Supplier Database will be considered for awarding of this tender and a copy of CSD report not later than three months should be attached.\r\n\r\n1.2\tPrice(s) quoted must be firm, VAT and other taxes inclusive and valid for at least thirty (90) days from date of your offer.\r\n1.3\tNo tenders shall be considered from persons who are in the service of the state.\r\n1.4\tService providers are required to fully complete the attached MBD forms and submit together with their written Tenders.\r\n1.5\tAttach a bank account confirmation letter with bank stamp not older than three months accompanied with an affidavit confirming the business bank account details - if the banking details are not verified on the CSD report.\r\n1.6\tAttach certified copy/copies of identity documents (ID) of company directors.\r\n1.7\tAttach certified copy of the company registration document issued by the Companies and Intellectual Property Commission (CIPC).\r\n1.8\tValid SARS pin must be attached.\r\n1.9\tAttach verifiable Municipal Account/s not older than three months for both the tenderer and entity owner/s or director/s in areas where the municipalities are not issuing municipal accounts, attach valid lease agreements or confirmation of residence or address for both the tenderer and entity owner/s or director/s issued by a relevant authority not older than three months.\r\n\r\n1.10\tAttached Valid letter from Department of Employment and Labour - COIDA registration letter,\r\n1.11\tTenderers submitting tenders as a joint venture or consortium must attach a signed agreement by all parties to the joint venture or agreement.\r\n\r\n1.12\tFully completed tender document as issued and signed must be submitted on the PDF document that has been issued. All certified copies must not be older than three months.\r\n\r\n1.13\t Bidders are advised not to commit any fraudulent activities, including forgery of documents. All abuses of the Supply Chain Management (SCM) systems including but not limited to forgery of returnable documents, may be reported to the South African Police Service (SAPS) and restricted from doing business with any public institution or organ of the state for a period not exceeding 10 years in line with the Prevention of Fraud and Corrupt Activities Act 12 of 2004.\r\n\r\n2.  This Tender will be evaluated on the 80/20 preference point system in terms of the approved Preferential Procurement Policy of the Ehlanzeni District Municipality.  The policy’s preference point system will be applied as follows; \r\n\r\n2.1\tThe 80 points will be for price; and\r\n\r\n2.2\tThe 20 points will be allocated for the specified goals on a proportional or pro rata basis as follows:\r\n\r\n\r\n\r\n\r\n\r\n\r\nPOINTS FOR CONTRACTING AN ENTERPRISE OWNED BY HISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\r\nHISTORICALLY DISADVANTAGED\r\nPERSONS OR INDIVIDUALS\tPOINTS ALLOCATION\tSOURCE DOCUMENTS REQUIRED TO CLAIM POINTS\r\n100% black person or people owned enterprise\t5,00\tA copy of a Full CSD report not older than 3 months.\r\nMore than 30% woman or women shareholding or owned enterprise\t2,00\t\r\nmore than 30% youth shareholding or owned enterprise\t2,00\t\r\nMore than 30% people living with disability shareholding or owned enterprise\t2,00\tA copy of a Medical Certificate to confirm disability or as stated on the CSD report\r\nMore than 30% military veteran’s shareholding or owned enterprise\t2,00\tA copy of a Full CSD report not older than 3 months.\r\nPOINTS FOR IMPLEMENTING OF RDP PROGRAMMES\r\nEnterprises regarded as *EME’s located within the Ehlanzeni District Municipality area of jurisdiction\t2,00\t?\tA copy of a Full CSD report not older than 3 months.\r\nNB: Points will only be awarded if the CSD     physical address is the same as the address for the proof of residence required in 1.9 above.\r\nB-BBEE level 1 contribution\t5,0\t?\tCertified Valid BBBEE certificate \r\n?\tor Certified Valid EME and SME a Sworn Affidavit\r\n?\tor Certified Valid CIPC issued certificate confirming annual turnover and level of Black Ownership\r\nTOTAL PREFERENCE POINTS TO BE CLAIMED\t20,0\t\r\n* EME’s are Exempted Micro Enterprise with an annual turnover of R10 million or less. \r\n*All the certified copies as stated must not be older than three months.\r\n\r\nReceived tenders will be evaluated for responsiveness based on mandatory requirements and on functionality to obtain a minimum of 70 points out of a possible 100 points to qualify for further evaluation in line with 80/20 Preference Points System.\r\n\r\nTender Documents can be viewed and downloaded at no cost on Document sharing and collaboration Platform or Portal (NEPTUNE): http://edmservices.ehlanzeni.gov.za and National Treasure Portal from Wednesday, 26 August 2026.
