{"ocid":"ocds-9t57fa-130015","id":"ocds-9t57fa-130015-2025-08-07","date":"2025-08-07T00:00:00Z","tag":["compiled"],"initiationType":"tender","tender":{"id":"130015","title":"EDM/10/2025-26","status":"complete","category":"Supplies: Electrical Equipment","province":"Mpumalanga","deliveryLocation":"8 Van Niekerk Street - Sonheuwel Central - Mbombela - 1201","specialConditions":"As per the tender document.","mainProcurementCategory":"goods","additionalProcurementCategories":["goods"],"description":"EHLANZENI DISTRICT MUNICIPALITY INVITES TENDERER’ S FOR SUPPLY, DELIVERY AND OFF-LOADING HIGH MAST LIGHTS FITTINGS IN NKOMAZI LOCAL MUNICIPALITY.\r\n\r\nEhlanzeni District Municipality hereby invite tenderers who have experience in public lighting equipment’s and with a CIDB grading 1PE or Higher for the supply and delivery of high mast LED light fittings in Nkomazi Local Municipality. \r\n\r\n1.\tOnly tenderers who have provided the following mandatory information and documents to be used to evaluate the tenderers’ responsiveness will be considered for further evaluation on functionality and preference specific goals.\r\n1.1\tOnly bidders who are registered on the Central Supplier Database (CSD) will be considered and the copy of the\tCSD report not older than three months be submitted,\r\n1.2\tForm of offer must be firm, VAT and other tax inclusive and valid at least Ninety (90) days from the closing date.\r\n1.3\tNo tender shall be considered for the person who are in the service of the state,\r\n1.4\tValid SARS PIN certificate must be attached,\r\n1.5\tAttached certified copy of company registration documents issued by the Companies and Intellectual Property Commission (CIPC) and tenderer must attach shareholder’s certificates where applicable.\r\n1.6\tAttach certified copies of identity documents (ID) of all company directors,\r\n1.7\tAttach verifiable Municipal Account/s not older than three months for both the tenderer and entity owner or directors. In areas where the municipalities are not issuing municipal accounts, attach valid lease agreements or confirmation of residence or address for both the tenderer and entity owner or directors issued by a relevant authority not older \r\n1.8\tAttach proof of registration with CIDB for a grading of 1EP or higher.\r\n\r\n1.9\tAttach verifiable valid letter from Department of Employment and Labour for COIDA registration.\r\n\r\n1.10\tFully completed tender document as issued and signed and submitted on the PDF document that has been issued. All certified copies must not be older done three months.\r\n\r\n1.11\tTenderers are advised not to commit any fraudulent activities, including forgery of documents. All abuses of the Supply Chain Management (SCM) systems including but not limited to forgery of returnable documents, may be reported to the South African Police Service (SAPS) and restricted from doing business with any public institution or organ of the state for a period not exceeding 10 years in line with the Prevention of Fraud and Corrupt Activities Act 12 of 2004.\r\n\r\n2.\tThis tender will be evaluated in Terms of the 80/20 Preference Points system approved Preferential Procurement Policy of the Ehlanzeni District Municipality. The preference points system will be applied as follows: -\r\n\r\n2.1\tThe 80 points will be for price\r\n2.2\tThe 20 points will be allocated for the specific goals on a proportional or pro rata basis as mentioned below: -\r\n\r\n\r\n\r\n\r\nPOINTS FOR CONTRACTING AN ENTERPRISE OWNED BY HISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\r\nHISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\tPOINTS ALLOCATION\tSOURCE DOCUMENTS REQUIRED TO CLAIM POINTS\r\n100% black person or people owned enterprise\t5\t?\tA copy of a Full CSD report not older than 3 months\r\nMore than 30% woman or women shareholding or owned enterprise\t2,5\t\r\nmore than 30% youth shareholding or owned enterprise\t2,5\t\r\nMore than 30% people living with disability shareholding or owned enterprise \t2,5\t?\tA copy of a Medical Certificate to confirm disability\r\nPOINTS FOR IMPLEMENTING OF RDP PROGRAMMES \r\nEnterprises regarded as * EMEs located within the Ehlanzeni District Municipality area of jurisdiction\t2,5\t?\tA copy of a Full CSD report not older than 3 months\r\n   NB: Points will only be awarded if the CSD     physical address is the same as the address for the proof of residence required above.\r\nB-BBEE level 1 contribution\t5\t?\tCertified Valid BBBEE certificate \r\n?\tor Certified Valid EME and SME a sworn affidavit\r\n?\tor Certified Valid CIPC issued certificate confirming annual turnover and level of Black Ownership\r\nTOTAL PREFERENCE POINTS TO BE CLAIMED\t20\t\r\n\r\n*EME’s are exempted Micro Enterprise with an annual turnover of R 10 million or less\r\n*All the certified documents as stated must not be three months old.\r\n\r\nReceived tenders will be evaluated for responsiveness based on mandatory requirements and functionality.
