{"ocid":"ocds-9t57fa-107995","id":"ocds-9t57fa-107995-2024-11-12","date":"2024-11-12T00:00:00Z","tag":["compiled"],"initiationType":"tender","tender":{"id":"107995","title":"EDM/21/2024-25","status":"complete","category":"Water supply; sewerage, waste management and remediation activities","province":"Mpumalanga","deliveryLocation":"8 Van Niekerk Street - Sonheuwel Central - Mbombela - 1201","specialConditions":"As per the tender document.","mainProcurementCategory":"works","additionalProcurementCategories":["works"],"description":"NOTICE AND INVITATION TO TENDER \r\n \r\nDRIEKOPPIES REGIONAL WATER SCHEME: COMPLETION OF WORKS FOR DRIEKOPPIES WATER TREATMENT WORKS PHASE 1A, CONSTRUCTION OF DRIEKOPPIES WATER TREATMENT WORKS PHASE 4, ELEVATED STEEL TANK, PUMP STATION AND PIPELINES PHASE 2D\r\n \r\nEhlanzeni District Municipality hereby invites tenders from capable and experienced service provider for the DRIEKOPPIES REGIONAL WATER SCHEME: COMPLETION OF WORKS FOR DRIEKOPPIES WATER TREATMENT WORKS PHASE 1A, CONSTRUCTION OF DRIEKOPPIES WATER TREATMENT WORKS PHASE 4, ELEVATED STEEL TANK, PUMP STATION AND PIPELINES PHASE 2D.\r\n\r\n1.\tOnly service providers who have provided the following mandatory information and documents to be used to evaluate the Tenderer's responsiveness will be considered for further evaluation on functionality;\r\n\r\n1.1\tOnly service providers that are registered on the Central Supplier Database will be considered for awarding of this request for quotations and a copy of the CSD report, not older than three months should be attached.\r\n1.2\tPrice(s) quoted must be firm, VAT and other taxes inclusive and valid for at least thirty (90) days from date of your offer.\r\n1.3\tNo tenders shall be considered from persons who are in the service of the state.\r\n1.4\tService providers are required to fully complete the attached MBD forms and submit together with their written Tenders.\r\n1.5\tAttach a bank account confirmation letter with bank stamp not older than three months accompanied with an affidavit confirming the business bank account details - if the banking details are not verified on the CSD report.\r\n1.6\tAttach certified copy of identity documents (ID) of company directors.\r\n1.7\tAttach audited and signed financial statements for the past three years or since the date of establishment of the company if established during the past three years.\r\n1.8\tAttach certified copy of the company registration certificate issued by the Companies and Intellectual Property Commission (CIPC).\r\n1.9\tValid SARS pin must be attached.\r\n1.10\tValid proof of COIDA registration from the Department of Employment and Labour.\r\n1.11\tAttach an active CIDB grading of 9CE or higher.\r\n1.12\tAttach a verifiable copy of municipal accounts for both the Tenderer and company director(s): \r\n\r\n•\tif aforementioned account information of the Tenderer is not applicable, the Tenderer must attach an original certified copy of proof of residence (PTO) issued by a relevant traditional authority or copy of a valid lease agreement.\r\n\r\n1.13\tJoint Venture or Consortium Agreement if applicable\r\n1.14\tAll Tender documents must be dully signed and submitted on the PDF document that has been issued and \treproduced documents will be rejected.\r\n1.15\tTender documents must be completed by hand with a black pen otherwise if completed digitally, documents will \tbe\trejected.\r\n\r\n2. This Tender will be evaluated on the 90/10 preference point system in terms of the approved \tPreferential Procurement Policy of the Ehlanzeni District Municipality.  The policy’s preference point\tsystem will be applied as follows; \r\n\r\n2.1\tThe 90 points will be for price; and \r\n2.2\tThe 10 points will be allocated for the specified goals on a proportional or pro rata basis as follows:\r\n\r\nPOINTS FOR CONTRACTING AN ENTERPRISE OWNED BY HISTORICALLY DISADVANTAGED PERSONS OR INDIVIDUALS\r\nHISTORICALLY DISADVANTAGED\r\nPERSONS OR INDIVIDUALS\tPOINTS ALLOCATION\tSOURCE DOCUMENTS REQUIRED TO CLAIM POINTS\r\n100% black person or people owned enterprise\t1\tA copy of a Full CSD report not older than 3 months.\r\nMore than 30% woman or women shareholding or owned enterprise\t1\t\r\nmore than 30% youth shareholding or owned enterprise\t1\t\r\nMore than 30% people living with disability shareholding or owned enterprise\t1\tA copy of a Medical Certificate to confirm disability or stated on the CSD report\r\nPOINTS FOR IMPLEMENTING OF RDP PROGRAMMES\r\nEnterprises regarded as *EME’s located within the Ehlanzeni District Municipality area of jurisdiction\t1\t?\tA copy of a Full CSD report not older than 3 months.\r\nNB: Points will only be awarded if the CSD     physical address is the same as the address for the proof of residence required in 1.9 above.\r\nEnterprises who will sub-contract minimum of 30% of the contract value to EME’s\t1\t?\tCommitment letter including sub-contractible item\r\nCorporate social investment (CSI) or Social Labour Plan composition\t3\t?\tCommitment letter from the service provider including the percentage of the contact value.\r\nValid B-BBEE level 1 contribution (SANAS accredited B-BBEE certificate for generic enterprise, and for EME and SME a sworn affidavit or CIPC issued certificate confirming annual turnover and level of Black Ownership).\t1\t?\tCertified Valid B-BBEE certificate; or \r\n?\tCertified Valid EME and SME a sworn affidavit; or\r\n?\tor Certified Valid CIPC issued certificate confirming annual turnover and level of Black Ownership.\r\nTOTAL PREFERENCE POINTS TO BE CLAIMED\t10\t\r\n* EME’s are Exempted Micro Enterprise with an annual turnover of R10 million or less.\r\n*All certified documents as stated must not be older than three months.\r\n\r\nReceived Tenders will be evaluated for responsiveness based on mandatory requirements.
